EU foreign policy chief says Israel’s plan to destroy Hamas in Gaza is not working as bloc foreign ministers meet.

The European Union’s foreign policy chief has insisted on a two-state solution to the Israeli-Palestinian conflict, saying Israel’s plan to destroy the Palestinian group Hamas in Gaza is not working.

Ahead of talks with top Israeli and Palestinian diplomats, Josep Borrell said Monday that Israel cannot build peace “through military means alone,” repeating the United Nations’ condemnation of Israeli Prime Minister Benjamin Netanyahu’s “unacceptable” policies. Rejecting calls for a Palestinian state after the war in Gaza.

“We want to create a two-state solution. So let’s talk about it,” Borrell said. “What other solutions do you have in mind? To get all Palestinians to leave? To kill her?”

The bloc’s 27 foreign ministers will hold separate meetings in Brussels on Monday with their counterparts from Israel, the Palestinian Authority and key Arab states as violence continues in the Gaza Strip.

German Foreign Minister Annalena Baerbock also supported Borrell and said: Two-state solution is the “only solution” to the conflict and would enable peaceful coexistence between Israelis and Palestinians.

Netanyahu on Sunday reiterated a hard line on any Palestinian state, saying it would pose “an existential threat” to Israel.

At the heart of the plan is a call for a “preparatory peace conference” to be organized by the EU, Egypt, Jordan, Saudi Arabia and the League of Arab States, with the United States and the United Nations also invited as conveners Assembly.

An internal document obtained by multiple news outlets said the two parties would be consulted at every step of the talks if Israelis or Palestinians refused to participate while delegates tried to hammer out a peace plan.

The document makes clear that a key goal of the peace plan should be the establishment of an independent Palestinian state that “lives side by side with Israel in peace and security.”

Netanyahu’s office said Saturday after a phone call with U.S. President Joe Biden that Israel must maintain security control over Gaza “to ensure that Gaza no longer poses a threat to Israel, a requirement that contradicts the demand for Palestinian sovereignty.”
