An Israeli intelligence dossier alleges that a dozen UN agency employees were involved in the October 7 attack on Israel.

An Israeli intelligence document that led several countries to stop funding the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) contains allegations that some employees were involved in kidnappings and killings during the Hamas-led attack on Israel on October 7 had been.

The Israeli dossier alleges that about 190 UNRWA staff, including teachers, were also Hamas or Islamic Jihad fighters, Reuters reported.

Palestinian officials have accused Israel of falsifying information to harm UNRWA. The United Nations fired nine of the accused workers, condemned “the heinous alleged acts” and shut down the operation an investigation into the allegations.

U.N. Secretary-General Antonio Guterres met with the world body’s head of internal investigations to ensure an investigation into the allegations “is conducted quickly and as efficiently as possible,” a U.N. spokesman said on Monday.

According to Israeli sources, Hamas launched a surprise attack on southern Israel on October 7, killing at least 1,139 people and capturing 240 others.

Israel responded to the attack with a devastating bombardment, siege and ground invasion of the Gaza Strip. According to the Palestinian authorities, the Israeli attack on Gaza killed more than 26,600 people and reduced large parts of the territory to rubble.

The Israeli document listed 12 people, their suspected roles in the Oct. 7 attack, job descriptions and photos. The findings presented in the document could not be independently confirmed.

The dossier said that of the twelve workers, nine were teachers and one was a social worker. Seven of the employees were accused of entering Israel on October 7th. One of them was accused of taking part in a kidnapping, another of helping to kidnap the body of a dead soldier and three others of taking part in the attacks.

One was accused of arming himself with an anti-tank missile the night before the attack, while the document claimed another took photos of a female hostage. Ten people were linked to Hamas and one to the militant group Islamic Jihad.

Two of the 12 were killed, according to the document. The UN had previously said that one person was still being identified.

Suspension of funds

The allegations against UNRWA employees resulted Several donor countries are blocking funds for the agency.

UNRWA provides critical assistance every day to 2.3 million Palestinians in Gaza, who are experiencing a terrible humanitarian disaster amid the Israeli onslaught. The agency said on Monday that it would not be able to continue its operations in the Gaza Strip and across the region beyond the end of February unless funding resumed.

More than ten countries, including the major donors USA, Great Britain and Germany, have stopped funding the agency.

Some donor countries have said they would continue to fund UNRWA, while others have called on donors to resume cooperation. Saudi Arabia called on the agency’s supporters to “fulfill their role in supporting humanitarian tasks towards Palestinian refugees.” Lebanon called the suspension of funding a “historic mistake” and Qatar’s Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said UNRWA should not be punished over claims against individual employees.

Since the start of the war, most Palestinians in Gaza have relied on the organization’s programs for their “mere survival,” including food and shelter, said UNRWA chief Philippe Lazzarini.

Long-standing tensions

The allegations have inflamed long-standing tensions between Israel and UNRWA. Israel says Hamas uses the agency’s facilities to store weapons and launch attacks. UNRWA says it does not knowingly tolerate such behavior and has internal safeguards in place to prevent abuse and discipline any misconduct.

Even before the latest allegations, Lazzarini had announced that he would order an external review of the agency’s business operations and security precautions.

Israeli Foreign Minister Israel Katz said he canceled a meeting between Israeli officials and Lazzarini on Wednesday and called on the UNRWA chief to resign.
